What is SPECS?
SPECS is a strategic partnership agreement between the Maryland chapters of Associated Builders and Contractors (ABC) and Maryland Occupational Safety and Health (MOSH). This multi-level program exemplifies the importance of providing a safe and healthy work environment in the construction industry and recognizes employers who go above and beyond.
What are the benefits of participating?
The SPECS partnership provides incentives to all construction employers for their achievement of effective and successful safety and health management systems.
Who is eligible?
Subcontractors and general contractors on Maryland jobsite(s)
ABC members who meet the requirements of ABC STEP Gold, Platinum or Diamond levels

What’s involved?
After completing the STEP application and receiving STEP Gold or above, you must fill out the SPECS application in its entirety including:
--Your OSHA 300 and 300A for the past three years and any partial for the current year
--A copy of your safety and health plan
--Your DART (Days Away, Restricted or Transferred) calculation
--Your TRC (Total Recordable Case) calculation
--Your OSHA establishment search
--A self-audit checklist
Once submitted, a member of the ABC SPECS Peer Group will review your application and contact you to set up a site evaluation. Upon a successful site evaluation, your application will be referred to MOSH to conduct an audit.
The designated safety representative must be encouraged by the applicant to actively participate in the Maryland ABC Peer Group as a shared resource to assist other SPECS applicants in program development and implementation, including assisting in site reviews.
PROGRAM CONFIDENTIALITY: Information submitted by construction employers as part of the application or renewal process, as well as information obtained by virtue of the contract’s application or participation in SPECS, will be held in confidence within the confines of the SPECS program to the extent permitted by law. The information will only be used to measure the effectiveness of the contractor partner in the SPECS program. Results of the self-audit submitted by the applicant cannot be used for enforcement purposes.
