The construction industry in the Commonwealth is facing a policy crisis. Legislation recently introduced by the Democrat majorities will replace Virginia's Fair and Open Competition Act. These bills, (SB 182) and (HB 358) will allow the state and local governments the ability to mandate PLAs on public works construction projects.
Other noteworthy legislation, introduced by Sen. Saslaw (SB 8) and Del. Carroll Foy (HB 833) would result in prevailing wage requirements on state construction projects at rates set by the U.S. Department of Labor, according to the 1931 Davis-Bacon Act.
