IMPORTANT: Urge Your Representatives to Oppose Restricting Apprenticeships in H.R. 447: Ahead of a vote scheduled for next week, ABC National issued a key vote to the U.S. House of Representatives on H.R. 447, the National Apprenticeship Act of 2021. Introduced by Rep. Bobby Scott (D-Va.), this legislation would not achieve its goal of expanding apprenticeship opportunities and would disadvantage many construction businesses nationwide, including women-, minority- and veteran-owned businesses. ABC maintains this effort to reform the registered apprenticeship system contains many harmful provisions, including burdensome state, sponsor, pre-apprenticeship and ratio requirements for apprenticeship programs.
The bill’s language also fails to provide construction industry employers and apprentices the type of flexibility needed to effectively strengthen the American workforce. Modernizing the current registered apprenticeship program should serve to benefit the entire construction industry, not just union labor.
