The following legislative proposals introduced in the 2008 session of the DC City Council are being closely monitored by the DC Legislative Committee as they have the potential of impacting ABC members and the construction industry. Bill 17 – 0678 – the Fiscal Year 2009 Budget Support Act of 2008 – this Bill is the proposed

Bill 17 – 0670 – the Green Business Recognition Act of 2008 – this bill would require the Mayor to design and implement a program for recognizing entities in the District that he determines have taken aggressive steps to implement sustainable practices in their operations

Bill 17 – 0538Office of First Source Compliance Act of 2007 – this bill would establish an Office of First Source Compliance within the Department of Employment Services in the District of Columbia

Bill 17 – 0503 – Compliance Unit Establishment Act of 2008 – this bill will establish a compliance unit within the Office of the District of Columba Auditor for the purpose of conducting an audit and reporting on compliance issues in real estate development projects receiving government assistance that were previously managed by the dissolved National Capitol Revitalization Corporation or Anacostia Waterfront Corporation and placed under the management of the Office of the Deputy Mayor for Planning and Economic Development

Bill 17 – 0444 – Department of Small and Local Business Development Subcontracting Clarification and Technical Corrections Act of 2007 – this bill will amend the Small, Local, and Disadvantaged Business Enterprise Development and Assistance Act of 2005 to clarify that the dollar volume subcontracting requirement may including purchases from small business enterprises that provide materials, goods, and supplies, to extend many of the benefits of the act afforded to small, local and disadvantaged business enterprises to all certified business enterprises.

Bill 17 – 0337 – Minority and Women – Owned Business Assessment Act of 2008 – this bill would establish the Minority and Women – Owned Business Assessment Program within the Department of Small and Local Business Development

Bill 17 – 0336 – Excellence in Local Business Contract Grading Act of 2008 – this bill requires the Mayor to establish a comprehensive grading system for all businesses contracting with the District government, including Certified Business Enterprises, which will assess the quality of the work done by and the performance of a business pursuant to a District Contract.

Bill 17 – 0197 – Accrued Sick and Safe Leave Act of 2008 – this bill requires employers in the District of Columbia to provide paid leave to employees for illness and for absences associated with domestic violence or sexual abuse

Bill 17 – 0062 – First Source Employment Agreement and Small, Local, and Disadvantaged Business Enhancement Amendment Act of 2007 – this bill would require the Department of Employment Services as well as the Department of Small, Local, and Disadvantaged Business Development to submit monthly compliance reports to the Office of Contract Procurement and the City Council in order to enforce the provisions of the Act.
