Joint Public Hearing on Bill 21-023 on February 9

  On Monday, February 9, 2015 the DC City Council's Committee on Business, Consumer, and Regulatory affairs along with the Committee on Finance and Revenue and the Committee on the Judiciary will hold a joint public hearing on Bill 21-023 the Marijuana Legalization and Regulation Act of 2015 and Bill 21-025 the Prohibition of Pre-Employment Marijuana Testing Act of 2015.  The legislation if passed would legalize the possession, consumption, display, purchasing, or transporting of marijuana and marijuana-infused products for personal use, not in public, for persons over the age of 21.  In addition the legislation would amend Title 18 of the D.C. Municipal Regulations to adjust allowances of THC concentration while operating a motor vehicle and prohibit employers from testing potential employees for marijuana use during the hiring process, unless otherwise required by law.  For more information on the legislation or to offer comments for the chapter's testimony,  contact Eric Jones at (202) 34 ...

Mark your calendars for our Legislative Reception on 2/25

  Mark your calendars.  The four Maryland ABC Chapters will be hosting a Legislative Reception on Wednesday, Feb. 25. ALL members of the General Assembly are being invited along with Governor Hogan, Lt. Governor Rutherford and key Department officials and Administration staff.  You won’t want to miss this opportunity to interact with the key members of the General Assembly along with our new leadership at the Executive level. There are already several issues facing the General Assembly of interest to ABC members including dealing with the proposed budget submitted by Governor Hogan and its impact on capital spending for 2015 and beyond.  The mandated sick and safe leave bill has already been introduced and is expected to bring about a great deal of debate and discussion as it comes with a large price tag if implemented as proposed. New Wage Theft Laws Coming to the District of Columbia

  The Chapter's DC Legislative Committee has joined with other members of the DC Business Coalition to address problematic issues with Bill 20-0671 the Wage Theft Prevention Act of 2014" which is slated to take effect at the end of February after it completes its mandatory Congressional review.  The legislation which was passed in the city council by a vote of 12 - 0 in July of 2014 and was signed by Mayor Vincent Gray would  subject DC Employers to New Notice Requirements and an Amended Penalty and Adjudication Structure.  For more information about the legislation, please contact Eric J. Sick And Safe Bill Scheduled For Public Hearing

  The 2015 version of the mandated sick and safe leave legislation has been scheduled for a public hearing in the Senate Finance Committee on Tuesday, February 3 at 1:00 p.m.  As we have experienced in the District of Columbia, this can be an administrative nightmare for companies; especially those working in multiple jurisdictions.

Governor-Elect Larry Hogan Establishing A Strong Team

  Governor-elect Larry Hogan is putting together a strong team to move Maryland forward over the next four years.  ABC is especially excited by the appointment of Delegate Kelly Schulz as the new Secretary of the Department of Labor, Licensing Regulation (DLLR).  Delegate Schulz has been a strong supporter of ABC and the merit construction industry while serving on the House Economic Matters Committee.  more>


  The ABC Joint Legislative Committee had its first meeting of the new year on January 12 and will continue to meet every week during the session to evaluate legislation to determine its impact on the ABC membership and the merit construction industry.   


  The ABC Montgomery County Legislative Committee is currently reviewing legislation (Bill 60-14) before the County Council which would mandate employers provide up to 56 hours per year for sick and safe leave to their employees. The unused leave could be carried over which would enable an employee to use up to 80 hours per calendar year.

ABC Members Meet with Congressman Chris Van Hollen

ABC members Mark Drury, Shapiro and Duncan, Scot Hottel, Harvey W. Hottel Leigh Press, PCC Construction Components and Bob Zinsmeister, Director of Government Affairs met with Congressman Van Hollen on Thursday, November 6 to discuss workforce development issues at both the national and local levels.

Hogan Wins MD, Bowser Wins DC

Republican Larry Hogan was elected Governor of Maryland in a stunning victory over Lt. Governor Anthony Brown. Governor-Elect Hogan’s message of reducing taxes and creating a positive economic climate in Maryland resonated with the Maryland voters. 

Councilwoman Muriel Bowser easily won the Mayor’s race by defeating current Councilman David Catania and former Councilwoman Carol Schwartz. ABC of Metro Washington endorsed and supported Mayor-Elect Bowser and looks forward to working with her over the next four years.
