ABC of Metro Washington is working to address the issue and has recently held a meeting with Director Odie Donald of DOES and Associate Director Michael Watts of the Office of Labor, Laws and Enforcement. Last week Governor Hogan remained true to his word and vetoed H.B. 1, the mandated sick and safe leave legislation strongly opposed by ABC and the entire Maryland business community. While making the announcement, he also stated he had issued three Executive Orders dealing with this subject.

On Tuesday, February 21st the DC City Council introduced two new pieces of legislation regarding Universal Paid Leave. Both bills would alter the Universal Paid Leave Act of 2015 which passed the council in late 2016 and was not signed by Mayor Bowser.

H.B. 1 is the first bill to be drafted for the 2017 session of the Maryland General Assembly. It very much resembles the bill that passed the House last year. ABC’s major concern is a provision in the bill which would exempt union construction workers covered by a collective bargaining agreement. ABC is also fighting to have this exemption deleted from any sick and safe leave bill. There is no justification for carving out this small segment of the industry. Either everyone is in, or everyone is exempt. ABC is also supporting language which would provide a preemption provision which means the state law would supersede any local bill enacted dealing with the same subject. (i.e. Montgomery County).

On Tuesday, November 29th, DC Council Chairman Phil Mendelson released the latest version of the Universal Paid Leave Act of 2016. The new legislation would begin in 2020 and be administered by the District of Columbia with an annual cost of $250 million. To administer the program, the District would create a new government agency with an annual administrative cost of $18 million. To fund the program, the District would impose a .62% payroll tax starting in 2019, which has been described by Mayor Muriel Bowser as the sixth largest tax in the DC’s history.

On Tuesday, September 20, 2016 will vote on the Procurement Integrity, Transparency and Accountability Emergency Act of 2016. The emergency, upon its passage would make the Procurement Integrity, Transparency and Accountability Act of 2016 which passed in July effective for the next 90 days.
